Robert Stafford
Robert Theodore Stafford (August 8, 1913 – December 23, 2006) was an American politician from Vermont. In his lengthy political career, he served as the 71st governor of Vermont, a United States representative, and a U.S. Senator. A Republican, Stafford was generally considered a liberal, or "Rockefeller" Republican. Stafford is best remembered for his staunch environmentalism, his work on higher education, and his support, as an elder statesman, for the 2000 Vermont law legalizing civil unions for gay couples. Early life Stafford was born in Rutland, Vermont, to Bert Linus Stafford and Mabel R. (Stratton) Stafford. Bert Stafford was a 1901 graduate of Middlebury College who practiced law in Rutland, and was President of the Rutland County National Bank. He served as Rutland County's State's Attorney, and was mayor from 1915 to 1917, President of the Vermont Bar Association in 1930, and Chairman of the Vermont Board of Education. The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber. Together they compose the national bicameral legislature of the United States. The composition and powers of the Senate are established by Article One of the United States Constitution. The Senate is composed of senators, each of whom represents a single state in its entirety. Each of the 50 states is equally represented by two senators who serve staggered terms of six years, for a total of 100 senators. The vice president of the United States serves as presiding officer and president of the Senate by virtue of that office, despite not being a senator, and has a vote only if the Senate is equally divided. 1976 United States Senate Elections
The 1976 United States Senate elections was an election for the United States Senate that coincided with Democrat Jimmy Carter's presidential election and the United States Bicentennial celebration. Although almost half of the seats decided in this election changed parties, Carter's narrow victory did not provide coattails for the Democratic Party. This was the first election in which the Libertarian Party competed, running candidates in 9 of the 33 contested seats. this is the first and so far only time both party leaders retired from the Senate in the same election cycle since the creation of the positions. This is the last time Democrats or any party won a 60% supermajority via direct elections (although Democrats briefly held one in the summer of 2009).
