The 15th ''Vuelta a España'' (Tour of pain-nl, a long-distance bicycle stage race and one of the three grand tours, was held from 29 April to 15 May 1960. It consisted of 17 stages covering a total of , and was won by Franz De Mulder of the Groene Leeuw cycling team. Arthur De Cabooter won the points classification and Antonio Karmany won the mountains classification. Frans De Mulder
Frans De Mulder (17 December 1937 in Kruishoutem – 5 March 2001 in Deinze) was a professional road racing cyclist from Belgium between 1958 and 1963. De Mulder is most famous for winning the overall title and four stages the 1960 Vuelta a España. He bested fellow countryman Armand Desmet and Spaniard Miguel Pacheco across 3566 km in 17 stages. Zamora, Spain

An individual time trial (ITT) is a road bicycle race in which cyclists race alone against the clock (in French: ''contre la montre'' – literally "against the watch", in Italian: ''tappa a cronometro'' "stopwatch stage"). Santander, Spain
Santander () is the capital of the autonomous community and historical region of Cantabria situated on the north coast of Spain. Antonio Suárez Vázquez (20 May 1932 – 6 January 1981) was a professional road bicycle racing, road racing cyclist from Spain between 1956 and 1965. He is most famous for winning the General classification, overall title and the King of the Mountains, climbers classification at the 1959 Vuelta a España. In addition, Suarez won the points classification at the 1961 Vuelta and a career total of five stages at the Vuelta. Federico Bahamontes
Federico Martín Bahamontes, born Alejandro Martín Bahamontes (; born 9 July 1928), is a Spanish former professional road racing cyclist. He won the 1959 Tour de France and a total of 11 Grand Tour stages between 1954-1965. He won a total of 9 mountain classifications and was the first cyclist to complete a "career triple" by winning the mountain classification in all three Grand Tours. Following his retirement, Bahamontes ran a bicycle and motorcycle shop and was named the best climber in the history of the Tour de France by a panel organised by L'Équipe in 2013. Arthur Decabooter (3 October 1936 – 26 May 2012) was a Belgian professional racing cyclist, active as a professional between 1959 and 1967. Cyclist Walter Godefroot is his wife's brother-in-law. Apart from a few years when he was signed to Libéria-Grammont (1962) and to Solo (1963–1964), he rode for the Groene Leeuw team.
