1953 Lower Hutt Mayoral Election
The 1953 Lower Hutt mayoral election was part of the New Zealand local elections held that same year. The elections were held for the role of Mayor of Lower Hutt plus other local government positions including fifteen city councillors, also elected triennially. The polling was conducted using the standard first-past-the-post electoral method. Background A major talking point in the lead up to the election was the potential of a clash with the 1953 Royal Tour. There were proposals to postpone local elections until early 1954 over fears of reduced turnout due to a conflicted schedule. The proposals were considered by the Minister of Internal Affairs William Bodkin, who ultimately decided against it. The incumbent Mayor, Percy Dowse, sought re-election for a second term. Percy Dowse
Percy Dowse (4 December 1898 – 9 December 1970) was a New Zealand politician. He was mayor of Lower Hutt from 1950 to 1970. Biography Early life He was born in Lancashire in 1898 and was educated at Wigan Technical College. His coal miner father James was killed in a mining accident when he was eight and his mother with three children got compensation of only £140; Percy thought that "things didn’t seem to be quite adding up" with that money his mother bought a small grocery shop down the road. In West Alton Percy was secretary of the Trades and Labour Council and Organising Secretary of the Independent Labour Party. He became a mines inspector. He married Mary Kirkman in 1922, and the voyage to New Zealand was their honeymoon (they had considered migrating to India instead). They had a son and daughter together. Eric Francis Rothwell (31 December 1901 – 17 January 1991) was a New Zealand lawyer and politician who was Chief Judge of the High Court of Western Samoa from 1957 to 1960. Biography Early life Rothwell was born on 31 December 1901 in Gisborne, New Zealand, to Reverend Benjamin and Henrietta Rothwell. He was educated at Marlborough High School and Nelson College, before attending the University of Otago where he graduated with a Bachelor of Laws degree. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. Sir William Alexander Bodkin (28 April 1883 – 15 June 1964) was a New Zealand politician of the United Party, and from 1936, the National Party. Trevor James Young (28 August 1925 – 13 May 2012) was a New Zealand politician of the Labour Party. Biography Early life Young was born in 1925 in Turua on the Hauraki Plains. The son of Leslie Robert Young, he grew up in Cambridge and Blenheim, and attended Wellington College. He married Ailsa Hazel Anderson, the daughter of John James Anderson, in 1952. They had two sons. Young and his family settled in Naenae and he gained employment with the Public Trust. William Gregory (mayor)
William Cooper Gregory (1895 – 23 October 1970) was a New Zealand politician who was the Mayor of Lower Hutt from 1949 to 1950. Biography He was born in County Wicklow, Ireland and served three years in France during World War I. After the war he emigrated to New Zealand where he had several vocations after arriving in farming, the timber trade and auctioneering. He later became the director of a building and farming supplies company before being employed as the managing director of Montgomery's Furnishings Store in Levin. He moved to Lower Hutt in 1930 and stated his own real estate business; W Gregory & Co Ltd. In 1941 he married Anne Dunlop.
