The 1948 Constitution of Romania was the first adopted after the establishment of the Communist regime, which it enshrined into law. It was modelled on the 1936 Soviet Constitution and adopted by the Great National Assembly (MAN) on April 13, 1948, being published in ''Monitorul Oficial'' the same day. The Romanian People's Republic was defined as a “unitary and sovereign people's state” that “came into being through a struggle led by the people, the working class at their head, against fascism, reaction and imperialism”.Stoica, pp.91-2 It proclaimed the principle of the sovereignty of the people, who “exercises its power through representative organs, elected by universal, equal, direct and secret vote”. The 1923 Constitution of Romania, also called the Constitution of Union, was intended to align the organisation of the state on the basis of universal male suffrage and the new realities that arose after the Great Union of 1918. History Four draft constitutions existed: one belonging to the National Liberal Party, written with contributions from Ion I. C. Brătianu; one composed by R. Boilă at Cluj, under the influence of the Romanian National Party; one by Constantin Stere, representing the views of the Peasants' Party; and a fourth by C. Berariu. Prehistory 34,950-year-old remains of modern humans with a possible Neanderthalian trait were discovered in present-day Romania when the '' Peștera cu Oase'' ("Cave with Bones") was uncovered in 2002. In 2011, older modern human remains were identified in the UK ( Kents Cavern 41,500 to 44,200 years old) and Italy (Grotta del Cavallo 43,000 to 45,000 years old) but the Romanian fossils are still among the oldest remains of ''Homo sapiens'' in Europe, so they may be representative of the first such people to have entered Europe.
