1945 Irish Local Elections
The 1945 local elections in Ireland were held on 14 June 1945 to fill all council seats for most counties and county boroughs and municipal towns. The state was still under the Emergency of the Second World War. As a cost-saving measure, electoral law was amended to bring forward the date of the local elections a few weeks to coincide with the 1945 presidential election. Dublin County Council and Kerry County Council had been dissolved, and no elections were held for their councils. There was no poll for six urban district councils and four town commissioners because the number of candidates did not exceed the number of seats. Results The elections were by single transferable vote. The total valid votes cast was 1,152,691. Totals of invalid votes were not aggregated from local counts. Local Government In The Republic Of Ireland
The functions of local government in the Republic of Ireland are mostly exercised by thirty-one local authorities, termed County, City, or City and County Councils. The principal decision-making body in each of the thirty-one local authorities is composed of the members of the council, elected by universal franchise in local elections every five years from multi-seat local electoral areas using the single transferable vote. Many of the authorities' statutory functions are, however, the responsibility of ministerially appointed career officials termed Chief executives. The competencies of the city and county councils include planning, transport infrastructure, sanitary services, public safety (notably fire services) and the provision of public libraries. Clann na Talmhan (, "Family/Children of the land"; formally known as the ''National Agricultural Party'') was an Irish agrarian political party active between 1939 and 1965. Formation and growth Clann na Talmhan was founded on 29 June 1939 in Athenry, County Galway, in the wake of the breakdown of unification talks between the Irish Farmers Federation (IFF) and representatives of farmers in Connacht on the rate-paying issue. While the IFF supported full derating, the western view was that the largest farmers should not be relieved of all their rate-paying obligations. Were this to happen, the western opinion was that indirect taxation would inevitably increase, and small farmers and workers would find themselves appreciably worse-off. George Edward Russell (1 April 1912 – 28 November 2004) was an Irish politician and company director. Born into a prosperous Limerick merchant family, Russell was educated first at Crescent College in Limerick and for a short time Mount St Benedict's near Gorey at Stonyhurst College in Lancashire. Russell first stood for election as a Clann na Poblachta candidate at the 1948 general election but was not elected. He was also an unsuccessful candidate at the 1951 general election and the 1952 Limerick East by-election. He was first elected to Dáil Éireann as an independent Teachta Dála (TD) for the Limerick East constituency at the 1957 general election. He lost his seat at the 1961 general election.
