The 1940 United States Senate special election in Kentucky took place on November 5, 1940, to complete the unexpired term of M. M. Logan. Interim appointee Happy Chandler was re-elected to complete the term, defeating Republican Walter B. Smith. Background Senator M. M. Logan died on October 3, 1939. Governor of Kentucky Happy Chandler, whose term was set to expire in 1940, resigned his office so that Lieutenant Governor (and Democratic nominee for Governor) Keen Johnson could appoint him to the Senate. Johnson appointed Chandler to fill the vacant seat until a successor could be duly elected, and the special election was scheduled for November 5, 1940, concurrent with the general election. Happy Chandler
Albert Benjamin "Happy" Chandler Sr. (July 14, 1898 – June 15, 1991) was an American politician from Kentucky. He represented Kentucky in the U.S. Senate and served as its 44th and 49th governor. Aside from his political positions, he also served as the second Commissioner of Baseball from 1945 to 1951 and was inducted into the Baseball Hall of Fame in 1982. His grandson, Ben Chandler, later served as congressman for Kentucky's Sixth District. A multi-sport athlete during his college days at Transylvania College, Chandler briefly considered a career in professional baseball before deciding to pursue a law degree. After graduation, he entered politics and was elected as a Democrat to the Kentucky Senate in 1928. Two years later, he was elected lieutenant governor, serving under Governor Ruby Laffoon. Keen Johnson
Keen Johnson (January 12, 1896February 7, 1970) was an American politician who served as the 45th Governor of Kentucky, serving from 1939 to 1943; being the only journalist to have held that office.Odgen, p. 178 After serving in World War I, Johnson purchased and edited the ''Elizabethtown Mirror'' newspaper. He revived the struggling paper, sold it to a competitor and used the profits to obtain his journalism degree from the University of Kentucky in 1922. After graduation, he became editor of '' The Anderson News'', and in 1925, he accepted an offer to co-publish and edit the '' Richmond Daily Register''. The 1940 United States Senate elections coincided with the election of Franklin D. Roosevelt to his third term as president. Although Roosevelt was re-elected, support for his administration had dropped somewhat after eight years, and the Republican opposition gained three seats from the Democrats. However, the New Deal Democrats regained firm control of both the House and Senate because Progressives dominated the election. The Minnesota Farmer–Labor Party also disappeared from the Senate, as Henrik Shipstead joined the Republican party and Ernest Lundeen had died during the preceding term. Senator Harry S. Special elections to the United States Senate are held to fill the vacancies that occur when a senator dies or resigns before the completion of their six-year term. Winners of these special elections typically serve the remainder of the term of the senator who has caused the vacancy. General elections to the U.S. Congress are held in November of even-numbered years. New Congresses convened on March 4 of the following year until 1934, and since then, new Congresses have begun on January 3 of the following year.
