1940 Latvian Parliamentary Election
Parliamentary elections were held in Latvia on 14 and 15 July 1940, alongside simultaneous elections in Estonia and Lithuania, following the Soviet occupation of the three countries. The Communist Party of Latvia was legalised and it created the "Latvian Working People's Bloc" (which consisted almost entirely of the Communists) to take part in the elections. It was the sole permitted participant in the elections as an attempt to include the Democratic Bloc (''Demokrātiskais bloks''), an alliance of all now-banned Latvian parties except the Social Democratic Workers' Party, on the ballot was suppressed.Misiunas & Taagepera, p26 The main figures of the Democratic Bloc were either arrested and deported ( Atis Ķeniņš, Pēteris Berģis and Jānis Bankavs) or shot (Hugo Celmiņš) shortly afterwards, while a few (Voldemārs Zāmuēls, Jānis Breikšs) managed to escape the repression by fleeing from the country. On The Restoration Of Independence Of The Republic Of Latvia
The Declaration "On the Restoration of Independence of the Republic of Latvia" ( lv, Deklarācija par Latvijas Republikas neatkarības atjaunošanu) was adopted on 4 May 1990 by the Supreme Soviet of the Latvian SSR in which Latvia declared independence from the Soviet Union. The Declaration stated that, although Latvia had ''de facto'' lost its independence in 1940, when it was annexed by the Soviet Union, the country had ''de jure'' remained a sovereign country as the annexation had been unconstitutional and against the will of the Latvian people. It asserted the priority of the basics of the international law over the national laws and therefore it resolved that the Molotov–Ribbentrop Pact and the Soviet occupation of Latvia in 1940 were illegal. The Latvian Soviet Socialist Republic (Latvian SSR), also known as Soviet Latvia or simply Latvia, was a federated republic within the Soviet Union, and formally one of its 16 (later 15) constituent republics. The Latvian Soviet Socialist Republic was in existence for 51 years, from August 5, 1940 to September, 6 1991. Liaudies Seimas
The People's Seimas ( lt, Liaudies Seimas) was a puppet legislature organized in order to give legal sanction the occupation and annexation of Lithuania by the Soviet Union. After the Soviet ultimatum in June 1940, a new pro-Soviet government was formed, known as the People's Government. The new government dismissed the Fourth Seimas and announced elections to the People's Seimas. The elections were heavily rigged, and resulted in a chamber composed entirely of Communists and Communist sympathizers (the electorate had no choice as 79 candidates were offered to the 79 seats). The new parliament unanimously adopted a resolution proclaiming the Lithuanian Soviet Socialist Republic and petitioned for admission to the Soviet Union as a constituent republic.
