1937 Australian Referendum (Aviation)
The ''Constitution Alteration (Aviation) Bill'' 1936, was an unsuccessful proposal to alter the Australian Constitution to extend the Commonwealth legislative power in respect to air navigation and aircraft. It was put to voters for approval in a referendum held on 6 March 1937. Question ''Do you approve of the proposed law for the alteration of the Constitution entitled 'Constitution Alteration (Aviation) 1936'?'' The proposal was to alter section 51 of the Constitution by adding :(vi.A.) Air navigation and aircraft. Background Aviation was a subject that did not exist when the Constitution was drafted at the end of the 19th century. Aviation in Australia began in the 1920s with the formation of Qantas, which became the flag carrier of Australia. The Australian National Airways (ANA) was the predominant domestic carrier from the mid-1930s to the early 1950s. After World War II, Qantas was nationalised and its domestic operations were transferred to Trans Australia Airlines (TAA) in 1946. The Two Airlines Policy was formally established in 1952 to ensure the viability of both airlines. However, ANA's leadership was quickly eroded by TAA, and it was acquired by Ansett Transport Industries in 1957. The duopoly continued for the next four decades. A double majority is a voting system which requires a majority of votes according to two separate criteria. The mechanism is usually used to require strong support for any measure considered to be of great importance.
