Background Following a national congress in January 1920, a 37-member National Council was formed. On 24 November 1920, 18 members of the Council resigned and called for elections to a new parliament. The government subsequently approved the decision to hold elections on 14 December. Electoral system The elections were held on an indirect, two-stage basis. In the first round, voting was restricted to men aged over 20, who elected one elector for each 500 registered voters by first-past-the-post voting. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. This usually favours the largest party and parties with strong regional support to the detriment of smaller parties without a geographically concentrated base. Shefqet Vërlaci
Shefqet bey Vërlaci (; 15 December 1877, Elbasan, Manastir Vilayet, Ottoman Empire – 21 July 1946, Zürich, Switzerland), also known as Shevket Verlaci, was an Albanian politician and wealthy landowner. Biography In 1922, Vërlaci was the biggest landowner in Albania. He was the leader of the Progressive Party, the biggest conservative party in Albania, which firmly opposed any agrarian reform reducing the landowners' property. The Progressive Party included some North Albanian clan chiefs and prominent Muslim landowners as its members. He was elected a deputy for the first time in the elections of April 5, 1921. In late 1922, Ahmed Zogu became engaged to Vërlaci's daughter, winning his support and the position of Prime Minister. In early 1924, Zogu was forced to cede his position of Prime Minister to Vërlaci, because of a financial scandal and an attempt of assassination in which Zogu was injured. Luigj Gurakuqi
Luigj Gurakuqi (also called Louis Gurakuchi; 19 February 1879 – 2 March 1925) was an Albanian writer and politician. He was an important figure of the Albanian National Awakening and was honoured with the People's Hero of Albania medal. Biography Early life Gurakuqi was born in Shkodër, a vilayet center of the Ottoman Empire at the time, on February 19, 1879. He studied at the Jesuit-run St. Xavier College (currently known as Pjetër Meshkalla High School), where he was encouraged by teachers like Anton Xanoni and Gaspër Jakova Mërturi. Ilias bej Vrioni (1 January 1882 – 12 March 1932) was an Albanian politician and landowner. He was one of the signatories of the Albanian Declaration of Independence and served as Prime Minister of Albania three times. Pandeli Evangjeli (6 January 1859 – 14 September 1949) was an Albanian politician who served two terms as the 7th Prime Minister of Albania. He was the first Orthodox Christian to head the Albanian government. Early life and career Born in Korçë in 1859, he spent most of his youth in the Albania colony of Bucharest. He became chairman of the society "Dituria" ("Knowledge") in 1897, and contributed in the establishment of a local "Committee for the Liberation of Albania", one of the many of that time. Idhomen Jovan Kosturi (15 May 1873 – 5 November 1943), also known as Idhomeno Kosturi, was an Albanian politician, regent and once acting Prime Minister of Albania. Xhafer bey Ypi ( January 12, 1880, Starje – December 17, 1940) was an Albanian politician. A member of the Ypi dynasty of Albania, he was educated at a university in Istanbul. In 1920–1921 he was Minister of Internal Affairs and Minister of Justice. He also held the position of Minister of Public Instruction.
