1911 Cobar State By-election 1
A by-election was held for the New South Wales Legislative Assembly electorate of Cobar on 23 September 1911 because Donald Macdonell () was absent for a full session of parliament. Macdonell had been absent because he was unwell but he was expected to recover. The members for Mudgee, Bill Dunn, and Liverpool Plains, Henry Hoyle, resigned from the Labour Party and Parliament on 25 July 1911 in protest at legislation on land ownership introduced by Secretary for Lands, Niels Nielson. As a result, Labour was left without a majority in the house and rather than face a vote of no confidence, the Ministry and Speaker resigned. This forced the House to be prorogued with the result that Macdonell was automatically expelled for non-attendance during an entire session. By the time of the subsequent by-elections, Labour policy had been reversed and Nielsen had left the ministry. New South Wales Legislative Assembly
The New South Wales Legislative Assembly is the lower of the two houses of the Parliament of New South Wales, an Australian state. The upper house is the New South Wales Legislative Council. Both the Assembly and Council sit at Parliament House in the state capital, Sydney. The Assembly is presided over by the Speaker of the Legislative Assembly. The Assembly has 93 members, elected by single-member constituency, which are commonly known as seats. Voting is by the optional preferential system. Members of the Legislative Assembly have the post-nominals MP after their names. William Ashford (Australian Politician)
William George Ashford (9 August 1874 – 23 March 1925) was an Australian politician. Early life Born at Sparks Creek near Scone to selector John Ashford and Rebecca Bell, he attended Sparks Creek Public School before starting work on his father's farm. He later bought a farm on the Hawkesbury River, but sold it to return to Sparks Creek. Around 1904 he married Lily Charlotte Keys Brecht, with whom he had four sons. Parliamentary career He stood for election to the New South Wales Legislative Assembly as the candidate for Upper Hunter at the 1907 election, but was unsuccessful. In 1910 the sitting member William Fleming () resigned to unsuccessfully contest a federal seat at the 1910 election and Ashford won the April 1910 by-election. Charles Fern (politician)
Charles Stuart Fern (1 October 1884 – 18 April 1918) was a Labor Party politician who served as Member for Cobar in the New South Wales Legislative Assembly from 1911 to 1918. Background Fern was born in Glebe to Scottish migrants James Fern, a gardener, and Elizabeth McIvor. He received a bursary to study at Marist Brothers College, North Sydney. At the age of eighteen he began work as a miner at Yerranderie, an occupation which would cause him to suffer from phthisis. He was an active member of the Amalgamated Miners' Association, serving as an organiser and secretary of the union, as well as representing it on the wages board. In December 1911 Fern was elected to the NSW legislative assembly as member for the Electoral district of Cobar. He held the seat until his death in April 1918. The Speaker of the New South Wales Legislative Assembly is the presiding officer of the Legislative Assembly, New South Wales's lower chamber of Parliament. The current Speaker is Jonathan O'Dea, who was elected on 7 May 2019. Traditionally a partisan office, filled by the governing party of the time, O'Dea replaced the previous Liberal Speaker Shelley Hancock, following the 2019 state election. A by-election was held for the New South Wales Legislative Assembly electorate of Electoral district of Liverpool Plains, Liverpool Plains on 28 October 1911 because the Elections and Qualifications Committee declared that the election of John Perry (1849–1935), John Perry at the August 1911 Liverpool Plains state by-election, by-election on 16 August 1911 was void. Perry had been declared as winning the seat, with a margin of 3 votes and 91 informal votes, and William Ashford (Australian politician), William Ashford challenged the result before the Elections and Qualifications Committee. The Committee recounted the votes and held that Perry and Ashford had tied on 2,915 votes each. The provision for a tie only referred to the returning officer as having a casting vote, and he had already concluded his task in returning the writ.
