1909 Edmonton Municipal Election
The 1909 municipal election was held December 13, 1909 for the purpose of electing a mayor and four aldermen to sit on the Edmonton City Council, as well as three public school trustees and five separate school trustees. There were also eight proposed bylaws put to a vote of the electorate concurrently with the election. Positions to be elected There were eight aldermen on city council, but four of the positions were already filled: Wilfrid Gariépy, John Lundy, Herman McInnes, and James McKinley had been elected to two-year terms in 1908 and were still in office. There were six trustees on the public board of trustees, but three of the positions were already occupied: William Clark, Allan Gray, and W Ramsey had been elected to two-year terms in 1908 and were still in office. Edmonton City Council
The Edmonton City Council is the governing body of the City of Edmonton, Alberta, Canada. Edmonton currently has one mayor and twelve city councillors. Elections are held every four years. The most recent was held in 2021, and the next is in 2025. The mayor is elected across the whole city, through the First Past the Post plurality voting system. Councillors are elected one per ward, a division of the city, through the First Past the Post plurality voting system. On July 22, 2009, City Council voted to change the electoral system of six wards to a system of 12 wards; each represented by a single councillor. The changes took effect in the 2010 election. In the 2010 election, Edmonton was divided into 12 wards each electing one councillor. Joseph Henri Picard
Joseph Henri Picard (February 18, 1857 – May 23, 1934) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Picard was born in Saint-Jean-de-Matha, Quebec on February 18, 1857. He apprenticed as a carpenter before coming west in 1884 to Fort Qu'Appelle, Saskatchewan, Fort Qu'Appelle and then Regina, Saskatchewan, Regina. In Calgary, he met Father Albert Lacombe, who suggested to him that he move to Edmonton, which he did in 1887. Once in Edmonton, he opened a general store, Larue & Picard; it was sold in 1907 when both he and his partner retired. In 1903, he married Martine Voyer. The couple had two sons. Prosper-Edmond Lessard
Prosper-Edmond Lessard (February 3, 1873 – April 11, 1931) was a Canadian businessman, militia officer and politician. He served as a member of the Legislative Assembly of Alberta from 1909 to 1921 sitting with the Liberal caucus in government. He also served in the Senate of Canada from 1925 to his death in 1931 sitting with the federal Liberal caucus. Early life Lessard was born on February 3, 1873 in Cranbourne, Quebec to Jean-Prosper Lessard and Annie Campbell Davidson. Lessard studied commerce and sciences at Collège du Mont-Saint-Louis in the mid-1890s and worked as a bookkeeper in Montreal following the completion of his studies. He left home seeking his fortune in the 1898 Klondike Gold Rush, stopping in Edmonton on his way there and went on to become a leading citizen in the Franco-Albertan community. Arthur Thompson Cushing (February 10, 1869 – March 26, 1944) was a politician in Alberta, Canada and a municipal councillor in Edmonton. His brother, William Henry Cushing, was a mayor of Calgary, while another brother, Alfred Cushing, served as alderman in that city. Biography Cushing was born in Kenilworth, Ontario February 10, 1869. He was educated at Essec High School, and earned a B.A. from the University of Toronto in 1898. He moved to Edmonton in 1900 to manage his brother's lumber business. In 1902 he became manager of the Edmonton branch of Cushing Bros. Ltd., which he would manage until retiring in 1927. The same year, he married Annie Nelson, with whom he would have five children. James William Mould (December 8, 1870 – February 21, 1944) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Early life Mould was born in Kent on December 8, 1870. His family immigrated to Canada in 1872, taking up residence in Winnipeg, where Mould attended North Ward School. He apprenticed as a plumber with Plaxton Brothers in Winnipeg, where he worked until 1889. In 1901, he started his own business, Winnipeg Plumbing & Heating Company. It joined with three other firms in 1904 to form Standard Plumbing & Heating Company, which had offices in Winnipeg and Edmonton. In 1905, he moved to Edmonton, and became manager of the Edmonton office in April 1906. In 1895 he married Margaret Lefley, with whom he would have seven children. James Hyndman
James Duncan Hyndman, CBE (July 29, 1874 – October 11, 1971) was a Canadian politician, lawyer, and judge. He served as a municipal councillor in Edmonton, Alberta, and was the youngest person ever appointed to the Supreme Court of Alberta. Early life Hyndman was born in Charlottetown, Prince Edward Island on July 29, 1874. He graduated from the Prince of Wales College in Charlottetown and articled as a lawyer with Angus Alexander McLean, the Member of Parliament for Queen's, and was called to the Prince Edward Island bar in 1899. The same year, he moved to Portage la Prairie, Manitoba, where he practised law with his uncle in the firm MacDonald and Hyndman. William Antrobus Griesbach
Major General William Antrobus Griesbach, (January 3, 1878 – January 21, 1945) was a Canadian politician, decorated soldier, mayor of Edmonton, and member of the House of Commons and of the Senate. Early life Griesbach was born in Fort Qu'Appelle, North-West Territories, the son of Henry Arthur Griesbach, a North-West Mounted Police officer. Henry was on the NWMP's famous 1874 March West, finishing the march in Edmonton. In 1883, Henry was transferred to command Fort Saskatchewan; the family travelled on the Canadian Pacific Railway to Calgary and then by wagon train to Edmonton and Fort Saskatchewan, on occasion having to build or repair bridges in order to cross rivers. Wilfrid Gariepy (March 14, 1877 – January 13, 1960) was a Canadian politician, member of the Legislative Assembly of Alberta and provincial cabinet minister, member of the House of Commons of Canada, and municipal councillor in Edmonton. Early life Wilfrid Gariépy was born in Montreal, Quebec on March 14, 1877 born to parents Joseph Gariépy and Etudienne Boissoneault. He graduated high school from St-Laurent College and came to Edmonton with his family in 1893. Shortly after he returned to Montreal for university, earning a B.A. from Université Laval in 1899 and a B.C.L. from McGill University in 1902. He married Albertina Lessard, with whom he would have four children. He was admitted to the Alberta bar the same year and began work with the firm Taylor, Boyle & Gariépy. Robert Manson
Robert John Manson (1866 or 1867 – May 10, 1932) was a politician in Alberta, Canada and a municipal councillor in Edmonton, 1906-1909. Biography Manson came to Edmonton from Renfrew County, Ontario in 1891. He fast became one of the city's leading contractors, and was responsible for the creation of buildings including the Alberta Hotel and the MacKay Avenue school. He was also a director of the Edmonton Brick Co. and the Sand-lime Brick Co. He first sought political office during the 1905 municipal election, when he ran for and was elected alderman on Edmonton City Council, finishing second of eleven candidates. He won re-election in the 1907 election, finishing first of twelve candidates. Rather than seek a third term, he challenged incumbent mayor Robert Lee in the 1909 election and finished only forty-nine votes back.
