1901 Darling Downs By-election
A by-election was held for the Australian House of Representatives electorate of Darling Downs in Queensland on 14 September 1901, a Saturday. It was triggered by the death of William Henry Groom on 8 August 1901. It was the first by-election of the Australian parliament since Federation. The writ for the by-election was issued on 13 August, nominations for candidates closed on 27 August. Results Aftermath Littleton Groom was elected in the by-election, receiving nearly 63 per cent of the vote. Groom was the third son of the deceased former member, William Groom. Littleton Groom
Sir Littleton Ernest Groom KCMG KC (22 April 18676 November 1936) was an Australian politician. He held ministerial office under four prime ministers between 1905 and 1925, and subsequently served as Speaker of the House of Representatives from 1926 to 1929. Groom was the son of William Henry Groom, who had arrived in Australia as a convict but became a prominent public figure in the Colony of Queensland. He was a lawyer by profession, entering federal parliament at the 1901 Darling Downs by-election following his father's death. Groom was first appointed to cabinet by Alfred Deakin in 1905. William Henry Groom
William Henry Groom (9 March 1833 – 8 August 1901) was an Australian publican, newspaper proprietor, and politician who served as a member of the Parliament of Queensland from 1862 to 1901 and of the Parliament of Australia in 1901. Early life Groom was born at Plymouth, England, son of Thomas Groom, cordwainer, and his wife Maria, ''née'' Harkcom. Groom was educated at St Andrew's College, Plymouth, and apprenticed to a baker. He was transported from England to Australia as a convict in 1846 for seven years, having been convicted of embezzlement, aged just 13. He was eventually released, subsequently convicted again of a similar offence, and served gaol time in the goldfields in what would later be the colony of Victoria. After he was again released, Groom eventually found himself on the Darling Downs in Queensland, where, despite whispers about his chequered past, he became one of the leading members of society. Joshua Thomas Bell
Joshua Thomas Bell (13 March 1863 – 10 March 1911) was an Australian barrister and politician. Bell was the son of Sir Joshua Peter Bell, and his wife Margaret Miller, née Dorsey and was born in Ipswich, Queensland. Bell was educated at Brisbane Grammar School and University of Cambridge, where he became president of the union. Bell was admitted to the English bar and was a marshal on the Northern Assizes circuit in 1888. In 1889 Bell returned to Australia and a year later became private secretary to Sir Samuel Griffith. In 1893 Bell was elected to the Legislative Assembly of Queensland for the electoral district of Dalby in which his family home, Jimbour Homestead, was located. Division Of Darling Downs
The Division of Darling Downs was an Australian electoral division in the state of Queensland. The division was proclaimed in 1900, and was one of the original 65 divisions to be contested at the first federal election. It was named after the Darling Downs region of Queensland, and consisted mainly of the city of Toowoomba and surrounding rural areas. The seat was safely conservative for its entire existence, almost always held by the Country Party (now called the National Party), or the Liberal Party and its predecessors. Its prominent members included Sir Littleton Groom, Cabinet minister and Speaker, and Arthur Fadden, Prime Minister of Australia in 1941. The electorate's first member, William Henry Groom, died at the first Commonwealth Parliament meeting in Melbourne in 1901. The Legislative Assembly of Queensland is the sole chamber of the unicameral Parliament of Queensland established under the Constitution of Queensland. Elections are held every four years and are done by full preferential voting. The Assembly has 93 members, who have used the letters MP after their names since 2000 (previously they were styled MLAs). This is a list of by-elections for the House of Representatives from its creation in 1901 until the present day. Casual vacancies in the House of Representatives arise when a member dies, is disqualified or resigns, or for some other reason the seat becomes vacant. Members normally resign by tendering resignation to the Speaker of the House of Representatives. Casual vacancies are filled by by-elections. The Speaker has a discretion as to when to call a by-election and may not call one at all, for example, if a general election is imminent. At least 33 days must elapse between the issue by the Speaker of a writ and the date of a by-election, and the Speaker cannot issue the writ until receipt of a formal letter of resignation.
