1866 Ipswich Colonial By-election
The 1866 Ipswich colonial by-election was a by-election held on 4 August 1866 in the electoral district of Ipswich for the Queensland Legislative Assembly. History On 21 July 1866, Ratcliffe Pring was appointed Attorney-General of Queensland by Premier Robert Herbert. As such, he was required to resign and contest a ministerial by-election for his own seat of Ipswich. On 4 August 1866, he lost the seat to George McCullagh Reed. By-election
A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, election or appointment to a prohibited dual mandate, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. Electoral District Of Ipswich
Ipswich is a Legislative Assembly of Queensland electoral district on the Brisbane River, west of Brisbane in the Australian state of Queensland. The electorate includes Ipswich and its suburbs, south and east of the Bremer River, west of Bundamba Creek and north of the Cunningham Highway. History The electoral district of Town of Ipswich was one of the original 16 established in 1859, when Queensland became a separate colony. It returned 3 members. In the redistribution of 1872, its name was shortened to just "Ipswich" and it became a single member constituency, due to the creation of the electoral district of Bundamba. In the redistribution of 1878, it absorbed the electoral district of Bremer and became a dual-member constituency. In 1912, it again reverted to a single member constituency, due to the re-introduction of the single-member electoral district of Bremer. Queensland Legislative Assembly
The Legislative Assembly of Queensland is the sole chamber of the unicameral Parliament of Queensland established under the Constitution of Queensland. Elections are held every four years and are done by full preferential voting. The Assembly has 93 members, who have used the letters MP after their names since 2000 (previously they were styled MLAs). There is approximately the same population in each electorate; however, that has not always been the case (in particular, a malapportionment system - not, strictly speaking, a gerrymander - dubbed the ''Bjelkemander'' was in effect during the 1970s and 1980s). Ratcliffe Pring
His Honour the Honourable Ratcliffe Pring (17 October 1825 – 26 March 1885) was a lawyer, politician and the first Attorney-General in colonial Queensland. Early life Pring was born on 17 October 1825 at Crediton, Devon, England, the second son of Thomas E. Pring, solicitor. He was educated at Shrewsbury School, and entered at the Inner Temple in November 1845, being called to the Bar in June 1849. Pring suffered from bronchitis which motivated him to immigrate to Australia, arriving in Sydney in 1853. He practised as a barrister on the Moreton Bay, Bathurst and Goulburn court circuits of New South Wales with much success. In 1857 a Northern Supreme Court for New South Wales was established in Brisbane. Pring was appointed as its Crown Prosecutor and a Queen's Counsel by Sir William Montagu Manning, the Solicitor-General for New South Wales. Robert Herbert
Sir Robert George Wyndham Herbert, (12 June 1831 – 6 May 1905), was the first Premier of Queensland, Australia. At 28 years and 181 days of age, he was the youngest person ever to be elected premier of an Australian state. Early years Born in Brighton, England, on 12 June 1831, Herbert was the only son of the Hon. Algernon Herbert, a younger son of the first Earl of Carnarvon. He was educated at Eton and Balliol College, Oxford. He won a Balliol scholarship in 1849 and, subsequently, the Hertford and Ireland scholarships. He took a first-class in Classical Moderations, won the Latin verse prize in 1852, and obtained second-class final honours in the classical school. He was elected Fellow of All Souls in 1854, and was Eldon law scholar. In 1855, he became private secretary to William Ewart Gladstone and was called to the bar of the Inner Temple in 1858. George McCullagh Reed
George McCullagh Reed (1831 – 13 November 1898) was a New Zealand presbyterian minister, journalist and newspaper proprietor. Reed was born in County Monaghan, Ireland in about 1831. He received his education from Queen's College, Belfast, from where he graduated in 1856. He was ordained as a Presbyterian minister and went to France, Switzerland, and in 1857 to Victoria in Australia. From 1861, he was minister in Ipswich, Queensland, and it was there that he married Jessie Chalmers Ranken on 6 July 1863. He resigned from the ministry in 1866. Reed was elected to the second Legislative Assembly of Queensland for the district of Ipswich in a ministerial by-election on 4 August 1866 and held this seat until the end of the parliamentary term on 19 June 1867.
