1863 Wisconsin Gubernatorial Election
The 1863 Wisconsin gubernatorial election was held on November 3, 1863. Republican Party candidate James T. Lewis won the election with nearly 60% of the vote, defeating Democratic candidate Henry L. Palmer. The incumbent Governor, Edward Salomon, had ascended to office after the accidental drowning of his predecessor, Louis P. Harvey, in April 1862. He was a former Democrat who had been elected Lieutenant Governor on the Republican Party's Union ticket in 1861. He was not re-nominated by the Republican Party. Democratic Party Henry L. Palmer was a former Speaker of the Wisconsin State Assembly, and had served three terms in the Assembly and one term in the Wisconsin State Senate prior to the 1863 election. The governor of Wisconsin is the head of government of Wisconsin and the commander-in-chief of the state's army and air forces. The governor has a duty to enforce state laws, and the power to either approve or veto bills passed by the Wisconsin Legislature, to convene the legislature, and to grant pardons, except in cases of treason and impeachment. Edward Salomon
Edward Salomon (August 11, 1828April 21, 1909) was a Jewish American politician and the 8th Governor of Wisconsin, having ascended to office from the Lieutenant Governorship after the accidental drowning of his predecessor, Louis P. Harvey. He was the first Jewish Governor of Wisconsin. Early life Salomon was born in Ströbeck, in the Province of Saxony, in what was then the Kingdom of Prussia. He was the son of Dorothea (Klussman) and Christoph Salomon. He attended the University of Berlin, but as a revolutionary sympathizer, fled the country in 1849. He immigrated to the United States and settled in Manitowoc, Wisconsin, where he was a school teacher, a surveyor, and served as deputy circuit court clerk. The Wisconsin State Assembly is the lower house of the Wisconsin Legislature. Together with the smaller Wisconsin Senate, the two constitute the legislative branch of the U.S. state of Wisconsin. Representatives are elected for two-year terms, elected during the fall elections. If a vacancy occurs in an Assembly seat between elections, it may be filled only by a special election. The Wisconsin Senate is the upper house of the Wisconsin State Legislature. Together with the larger Wisconsin State Assembly they constitute the legislative branch of the state of Wisconsin. The powers of the Wisconsin Senate are modeled after those of the U.S. Senate. The Wisconsin Constitution ties the size of the State Senate to that of the Assembly, by limiting its size to no less than 1/4, nor more than 1/3, of the size of the Assembly.
