1857 United States Senate Election In New York
The 1857 United States Senate election in New York was held on February 3, 1857 by the New York State Legislature. Incumbent Whig Senator Hamilton Fish did not stand for re-election. The seat was won by Preston King, a former U.S. Representative and member of the newly-formed Republican Party. King was the first Republican elected to represent New York, although William H. Seward had joined the party after being elected as a Whig in 1855. Background Whig Hamilton Fish had been elected in 1851 to this seat, and his term would expire on March 3, 1857. In 1855, the Whig Party and the Anti-Nebraska Party merged in New York to form the Republican Party. Preston King (politician)
Preston King (October 14, 1806November 12, 1865) was an American politician who served three terms as a United States representative and Senator from New York from 1857 to 1863. Early life King was born in Ogdensburg, New York on October 14, 1806. He was the illegitimate son of John King and Margaret Galloway. At an early age, he was committed to the guardianship of Louis Hasbrouck, an Ogdensburg lawyer. He pursued classical studies and graduated from Union College in 1827, where he was an early member of The Kappa Alpha Society. He studied law and was admitted to the bar. Career In 1830, he established the ''St. Lawrence Republican'' and was Postmaster of Ogdensburg from 1831 to 1834 during the administration of President Martin Van Buren. William Kelly (New York State Senator)
William Kelly (February 4, 1807, in New York City – January 14, 1872, in Torquay, Devon, England) was an American merchant and politician from New York. Life He was the son of Robert Kelly (died 1825) who came to New York City from Ireland in 1796, and became a prosperous merchant. William and his brothers John and Robert (1808–1856) also became merchants. John died in 1836, and the next year William and Robert retired with ample fortunes. In April 1843, he married his step-sister Elizabeth Parr (Elizabeth's mother had been his father's second wife). He was President of the New York State Agricultural Society in 1854, and a member of the New York State Senate (8th D.) in 1856 and 1857. Pair (parliamentary Convention)
In parliamentary practice, pairing is an informal arrangement between the government and opposition parties whereby a member of a legislative body agrees or is designated by the party whip to be absent from the chamber or to abstain from voting when a member of the other party needs to be absent from the chamber due to other commitments, illness, travel problems, etc. The member that needs to be absent from their chamber would normally consult with his or her party whip, who would arrange a pair with his counterpart in the other major party, who as a matter of courtesy would normally arrange for one of its members to act as the pair. A pairing would usually not apply for critical votes, such as no-confidence votes. The member abstaining from voting is referred to as a pair.
