The 109th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives, from January 3, 2005 to January 3, 2007, during the fifth and sixth years of George W. Bush's presidency. House members were elected in the 2004 elections on November 2, 2004. Senators were elected in three classes in the 2000 elections on November 7, 2000, 2002 elections on November 5, 2002, or 2004 elections on November 2, 2004. The apportionment of seats in the House of Representatives was based on the Twenty-second Census of the United States in 2000. This is the most recent Congress to feature a Republican Senator from Rhode Island, Lincoln Chafee, who lost re-election in 2006. United States Capitol
The United States Capitol, often called The Capitol or the Capitol Building, is the seat of the legislative branch of the United States federal government, which is formally known as the United States Congress. It is located on Capitol Hill at the eastern end of the National Mall in Washington, D.C. Though no longer at the geographic center of the federal district, the Capitol forms the origin point for the street-numbering system of the district as well as its four quadrants. Central sections of the present building were completed in 1800. These were partly destroyed in the 1814 Burning of Washington, then were fully restored within five years. A government trifecta is a political situation in which the same political party controls the executive branch and both chambers of the legislative branch in countries that have a bicameral legislature and an executive that is not fused. The term is primarily used in the United States, where the term originated—being borrowed from horse race betting—but also in Argentina, Australia, Bolivia, Brazil, Chile, Colombia, and France. Randy "Duke" Cunningham
Randall Harold "Duke" Cunningham (born December 8, 1941) is a former American politician, decorated Vietnam War veteran, fighter ace, and ex-felon. Cunningham served as a Republican member of the U.S. House of Representatives from California's 50th district from 1991 to 2005, and subsequently served eight years in prison for accepting at least $2.4 million in bribes from defense contractors. He resigned from Congress in 2005 after having pled guilty to bribery, fraud, and tax evasion in a widely publicized trial. Bob Ney
Robert William Ney (born July 5, 1954) is an American politician from Ohio. A Republican, Ney represented Ohio's 18th congressional district in the U.S. House of Representatives from 1995 until November 3, 2006, when he resigned. Ney's resignation took place after he pleaded guilty to charges of conspiracy and making false statements in relation to the Jack Abramoff Indian lobbying scandal. Before he pleaded guilty, Ney was identified in the guilty pleas of Jack Abramoff, former Tom DeLay deputy chief of staff Tony Rudy, former DeLay press secretary Michael Scanlon and former Ney chief of staff Neil Volz for receiving lavish gifts in exchange for political favors. Government Involvement In The Terri Schiavo Case
The legislative, executive, and judicial branches, of both the United States federal government and the State of Florida, were involved in the case of Terri Schiavo. In November 1998 Michael Schiavo, husband of Terri Schiavo, first sought permission to remove his wife's feeding tube. Schiavo had suffered brain damage in February 1990, and in February 2000 had been ruled by a Florida circuit court to be in a persistent vegetative state. Her feeding tube was removed first on April 26, 2001, but was reinserted two days later on an appeal by her parents, Bob and Mary Schindler. Florida Legislature On October 10, 2003, the final remaining appeal filed by the Schindlers was dismissed. Five days later, on October 15, Schiavo's feeding tube was removed for the second time. 2006 United States Immigration Reform Protests
In 2006–2007, millions of people participated in protests over a proposed change to U.S. immigration policy. These large scale mobilizations are widely seen as a historic turn point in Latino politics, especially Latino immigrant civic participation and political influence, as noted in a range of scholarly publications in this field. The protests began in response to proposed legislation known as H.R. 4437, which would raise penalties for illegal immigration and classify illegal aliens and anyone who helped them enter or remain in the US as felons. Plamegate
The Plame affair (also known as the CIA leak scandal and Plamegate) was a political scandal that revolved around journalist Robert Novak's public identification of Valerie Plame as a covert Central Intelligence Agency officer in 2003. In 2002, Plame wrote a memo to her superiors in which she expressed hesitation in recommending her husband, former diplomat Joseph C. Tom DeLay Corruption Investigation
Tom DeLay, a Republican U.S. Representative from Texas from 1979–83, and from 1985–2006 and the House Majority Leader from 2003–05, was convicted in 2010 of money laundering and conspiracy charges related to illegal campaign finance activities aimed at helping Republican candidates for Texas state office in the 2002 elections. In 2013, a Texas Court of Appeals panel acquitted DeLay when it overturned his conviction. This decision was affirmed by the Texas Court of Criminal Appeals on October 1, 2014. Nuclear Option
In the United States Senate, the nuclear option is a parliamentary procedure that allows the Senate to override a standing rule by a simple majority, avoiding the two-thirds supermajority normally required to invoke cloture on a resolution to amend Senate rules. The nuclear option can be invoked by a senator raising a point of order that contravenes a standing rule. The presiding officer would then overrule the point of order based on Senate rules and precedents; this ruling would then be appealed and overturned by a simple majority vote (or a tie vote), establishing a new precedent. The nuclear option is made possible by the principle in Senate procedure that appeals from rulings of the chair on points of order relating to nondebatable questions are themselves nondebatable.
