1998 Australian Capital Territory General Election
Elections to the Australian Capital Territory Legislative Assembly were held on Saturday, 21 February 1998. The incumbent Liberal Party, led by Kate Carnell, was challenged by the Labor Party, led by Wayne Berry. Candidates were elected to fill three multi-member electorates using a single transferable vote method, known as the Hare-Clark system. The result was another hung parliament. However the Liberals, with the largest representation in the 17-member unicameral Assembly, formed Government with the support of independents Michael Moore, Paul Osborne, and Dave Rugendyke. Carnell was elected Chief Minister at the first sitting of the fourth Assembly on 19 March 1998. Subsequent to the election and during the life of the fourth Assembly, on 18 October 2000, Carnell stepped down as Chief Minister and was replaced by Gary Humphries. Unicameral
Unicameralism (from ''uni''- "one" + Latin ''camera'' "chamber") is a type of legislature, which consists of one house or assembly, that legislates and votes as one. Unicameral legislatures exist when there is no widely perceived need for multicameralism (two or more chambers). Many multicameral legislatures were created to give separate voices to different sectors of society. Multiple houses allowed, for example, for a guaranteed representation of different social classes (as in the Parliament of the United Kingdom or the French States-General). Gary Humphries
Gary John Joseph Humphries (born 6 July 1958) is a Deputy President of the Administrative Appeals Tribunal. He was a member of the Australian Senate representing the Australian Capital Territory for the Liberal Party of Australia from 2003 to 2013. He was the Chief Minister of the Australian Capital Territory from 2000 to 2001; and was elected to the first parliament of the Australian Capital Territory, in 1989, later representing the Molonglo electorate until 2003. Trevor Kaine
Trevor Thomas Kaine (17 February 1928 – 3 June 2008), was an Australian politician who served as Chief Minister of the Australian Capital Territory from 1989 to 1991. Kaine was elected into a multi-member single electorate in the unicameral Australian Capital Territory Legislative Assembly, from 1989 to 2001, initially as a member of the Liberal Party and later as an independent. Bill Wood (politician)
Bill Wood (born 4 November 1935) is an Australian politician who was a member of the Legislative Assembly of Queensland and later the Australian Capital Territory Legislative Assembly. He was elected to the Queensland Parliament as the Labor member for Cook in 1969, transferring in 1972 to the new seat of Barron River. He was defeated in 1974 by Country Party candidate Martin Tenni. Andrew Whitecross
Andrew Whitecross (born 25 May 1963) was an Australian politician and a member of the Australian Capital Territory Legislative Assembly from 1995-1998, elected to the multi-member electorate of Brindabella for the Labor Party. Whitecross was elected the third ACT Legislative Assembly at the 1995 general election as a Labor member. Australian Democrats
The Australian Democrats is a centrist political party in Australia. Founded in 1977 from a merger of the Australia Party and the New Liberal Movement, both of which were descended from Liberal Party dissenting splinter groups, it was Australia's largest minor party from its formation in 1977 through to 2004 and frequently held the balance of power in the Senate during that time. The Democrats' inaugural leader was Don Chipp, a former Liberal cabinet minister, who famously promised to "keep the bastards honest". At the 1977 federal election, the Democrats polled 11.1 percent of the Senate vote and secured two seats. The party would retain a presence in the Senate for the next 30 years, at its peak (between 1999 and 2002) holding nine out of 76 seats, though never securing a seat in the lower house. ACT Greens
The ACT Greens is a green political party located in the Australian Capital Territory (ACT), and a member of the federation of the Australian Greens. Both parties were formed in 1992, three years after the ACT achieved self-government in 1989. Ginninderra Electorate
The Ginninderra electorate is one of the five electorates for the unicameral 25-member Australian Capital Territory Legislative Assembly. It elects five members. History It was created in 1995, when the three-electorate, Hare-Clark electoral system was first introduced for the Australian Capital Territory (ACT). Prior to 1995, a multi-member single constituency existed for the whole of the ACT. The name "Ginninderra" is derived from an Aboriginal word meaning "sparkling like the stars". Lucy Horodny
Lucy Alesia Horodny ( uk, Люсі Алесія Городня; born 4 March 1957) is an Australian politician and environmentalist. Horodny, who is of Ukrainian descent, first made her name as an activist for the Wilderness Society. She entered politics in 1995, running as a Greens candidate for the Australian Capital Territory Legislative Assembly and was immediately successful at the first ever run of the new party: She subsequently defeated liberal independent Helen Szuty, and took her place as one of two Green members in the Assembly, alongside Kerrie Tucker. An electoral roll (variously called an electoral register, voters roll, poll book or other description) is a compilation that lists persons who are entitled to vote for particular elections in a particular jurisdiction.
