The 1997 Niue Common Roll by-election was held on February 15, 1997, to fill a vacant common roll seat in the Niue Assembly after the death of Toeono Tongatule. Billy Talagi
Billy Graham Talagi is a Niuean politician and former Member of the Niue Assembly. Career Talagi was first elected to the Niue Assembly in a 1997 by-election. He has represented the village of Avatele in the Niue Assembly continuously since 1999. In 2005, 2008, and 2014 he was elected unopposed. In 2014 he was made Minister of Natural Resources in the Cabinet of Toke Talagi. In 2017 he was made Minister for Education and Social Services. In 2019 he served as Acting Prime Minister while Toke Talagi was receiving medical treatment in New Zealand. In May 2018 Talagi was discharged without conviction after pleading guilty to assaulting MP Terry Coe outside the Niuean Assembly. He contested the common roll in the 2020 Niuean general election but failed to win a seat. Terry Magaoa Chapman
Terry Magaoa Chapman ( – 2 January 2014) was a Niuean administrator known for his work in advocating the self-governance of Niue. Biography Chapman was born in the village of Hakupu on Niue, and studied at Victoria University of Wellington in New Zealand, where he was awarded a Diploma in Public Administration. He was a leading architect, with Robert Rex and Young Vivian, of the modern Niue and in the formulation of its Constitution, creating a pathway for the island to become self-governing on 19 October 1974, which followed a visit from the United Nations Decolonisation Committee to Niue. Chapman wrote a book, ''The Decolonisation of Niue'', published in 1976. He was appointed a Member of the Order of the British Empire in the 1987 New Year Honours, in recognition for his services as Secretary to the Government of Niue. Toeono Tongatule (died October 1996) was a Niuean politician who served in the Niue Assembly until his death in October 1996. Tongatule was a member of the Niue People's Party. Niue Assembly
The Niue Assembly ( niu, Niue Fono Ekepule) is the legislature of Niue. It consists of 20 members; 14 representatives of the villages and 6 elected on a common roll. Members are directly elected by universal suffrage, and serve a three-year term. Niue follows the Westminster system of government, with the Premier elected by the Assembly and the Cabinet drawn from it. History The Assembly is descended from the Island Council established under the Cook Islands Act 1915. This was disbanded in 1959 and reconstituted as the Assembly, which was successively granted greater control. Niue People's Party
The Niue People's Party (also known as the Niue People's Action Party) was a political party in Niue. Founded in 1987 by Niueans living in New Zealand, it was disbanded in 2003. It was, during that time, the country's only political party. The party won four seats at the 1987 Niuean general election. The Niue People's Party (NPP) first entered parliament in 1996. The politics of Niue take place in a framework of a parliamentary representative democratic dependency, whereby the Chief Minister is the head of government, and of a non-partisan system. Niue is self-governing in free association with New Zealand and is fully responsible for internal affairs. New Zealand retains some responsibility for external affairs, in consultation with Niue.
