1993 Seychellois General Election
General elections were held in the Seychelles between 20 and 23 July 1993 following the approval of a new constitution in a referendum on 18 June. They were the first-ever multi-party elections for President and the first multi-party election for the National Assembly since 1974. The Assembly was increased from 22 to 33 seats by the addition of 11 seats to be elected by proportional representation in addition to the 22 constituency seats. The ruling Seychelles People's Progressive Front, which had previously been the sole legal party, won both elections, taking 27 of the 33 seats in the National Assembly, whilst its leader, France-Albert René, won the presidential election. The other two parties to contest the election were the Seychelles Democratic Party, which won five seats, and the United Opposition, an alliance of the Seselwa Party, the Seychelles National Party and the National Alliance Party), which won one. Elections In Seychelles
Seychelles elects on national level a head of state—the president—and a legislature. The president is elected for a five-year term by the people. The National Assembly/Assemblée Nationale has 34 members elected for terms of five years, 25 members elected in single-seat constituencies and 9 members elected by proportional representation. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. This usually favours the largest party and parties with strong regional support to the detriment of smaller parties without a geographically concentrated base. Philippe Boullé
Philippe Boullé is a Seychellois lawyer and politician. In the country's first multiparty presidential election, held in July 1993, he was the candidate of a three-party coalition known as the 'United Opposition'. He won 3.78% of the vote, finishing a distant third behind the incumbent President France-Albert René (59.50%) and James Mancham (36.72%).Elections in the Seychelles African Elections Database. United Seychelles is a political party in Seychelles. It publishes a newspaper called ''The People''. It was known as the Seychelles People's Progressive Front (french: Front Progressiste du Peuple Seychellois) until June 2009, when it changed its name to the People's Party (Seychellois Creole: ''Parti Lepep'', PL). The party changed its name again in November 2018, from the People's Party to United Seychelles. The party was founded in 1964 by France-Albert René, under the name Seychelles People's United Party, and it was led by him from its inception. Seychelles National Party
The Seychelles National Party (SNP) is a liberal political party in Seychelles. Its followers emphasize active multiparty democracy, respect for human rights and liberal economic reforms. It was founded in response to what it called the "totalitarian regime" of former President France-Albert René. It publishes a newsletter called ''Regar'', which is frequently sued for libel by government officials. On ''Regar's'' front page of every issue is a quote from the constitution of Seychelles invoking their right to freedom of speech and freedom of expression.
