1984 Elizabeth State By-election
A by-election was held for the South Australian House of Assembly seat of Elizabeth on 1 December 1984. This was triggered by the resignation of former state Labor MHA Peter Duncan, who moved to the federal seat of Makin. The seat had been retained by Labor since it was created and first contested at the 1970 state election. Results Independent Labor candidate Martyn Evans won the seat from Labor. The House of Assembly, or lower house, is one of the two chambers of the Parliament of South Australia. The other is the Legislative Council. It sits in Parliament House in the state capital, Adelaide. Overview The House of Assembly was created in 1857, when South Australia attained self-government. The development of an elected legislature — although only men could vote — marked a significant change from the prior system, where legislative power was in the hands of the Governor and the Legislative Council, which was appointed by the Governor. In 1895, the House of Assembly granted women the right to vote and stand for election to the legislature. Electoral District Of Elizabeth (South Australia)
Elizabeth is a single-member electoral district for the South Australian House of Assembly. It first existed from 1970 to 2006, when its boundaries were moved south and east and it was renamed to Little Para. The 2016 redistribution moved it further north and renamed it back to Elizabeth for the 2018 election. The district is in the northern suburbs of Adelaide, and named for the suburb of Elizabeth. First incarnation (1970–2006) The district of Elizabeth was first created in 1970 when the number of electorates increased from 39 to 47 and was abolished in 2006. Though Elizabeth was historically a safe Labor seat, it was held for a time by independent-turned-Labor MP Martyn Evans. The Australian Labor Party (South Australian Branch), commonly known as South Australian Labor, is the South Australian Branch of the Australian Labor Party, originally formed in 1891 as the United Labor Party of South Australia. It is one of two major parties in the bicameral Parliament of South Australia, the other being the Liberal Party of Australia (SA Division). Since the 1970 election, marking the beginning of democratic proportional representation (one vote, one value) and ending decades of pro-rural electoral malapportionment known as the Playmander, Labor have won 11 of the 15 elections. Peter Duncan (Australian Politician)
Peter Duncan (born 1 January 1945) is an Australian Labor Party politician and one of the relatively few members of parliament to have served not only in both a state and national parliament but also as a minister in both cases. Peter Duncan was born in Melbourne and went to the University of Adelaide, where he studied law and was co-editor of the student newspaper ''On Dit'' in 1968. He was elected to the South Australian House of Assembly from the electorate of Elizabeth in the 1973 South Australian election, when he was 28. In state parliament Duncan served as 41st Attorney-General of South Australia from 1975 until 1979, and then as Minister for Health until the defeat of the Corcoran Labor government at the 1979 election. 1970 South Australian State Election
State elections were held in South Australia on 30 May 1970. All 47 seats in the South Australian House of Assembly were up for election. The incumbent Liberal and Country League led by Premier of South Australia Steele Hall was defeated by the Australian Labor Party led by Leader of the Opposition Don Dunstan. Background The LCL had formed the government of South Australia for 35 of the previous 38 years due to a malapportionment favouring country areas over the Adelaide area. Deliberately inequitable electoral boundaries resulted in a country vote being worth twice a vote in Adelaide, even though Adelaide accounted for two-thirds of the state's population. This system was popularly known as the "Playmander," since it allowed Thomas Playford to remain Premier of South Australia for 26 years. Martyn Evans
Martyn John Evans (born 27 November 1953 in Birmingham, England), is a former South Australian Australian independent and Australian Labor Party state and federal politician. Evans was educated at The University of Adelaide, and was a State Government Administrative Officer before entering politics. Evans was a member of the City of Elizabeth council from 1975–84 and served as Mayor from 1981–84. Evans entered the South Australian House of Assembly following the 1984 Elizabeth by-election, caused when Peter Duncan resigned from the seat to contest the federal seat of Makin. Elected as a Labor independent, he served as Minister of Health, Family and Community Services and Minister for the Aged from 1992–93, and rejoined Labor from 1993. Dean Jaensch
Dean Harold Jaensch (27 October 1936 – 17 January 2022) was an Australian political scientist and a Professor of Political and International Studies at The Flinders University of South Australia. Jaensch was awarded a Bachelor of Arts (Honours), a Master of Arts and PhD from the University of Adelaide. He wrote many highly regarded books (14) on political parties, electoral politics and voting behaviour in Australian politics, and also focussed on South Australian and Northern Territory politics, federalism within the Anglosphere and empirical methodology. He lectured at Flinders University from the early 1970s until retirement in 2001. He was an adjunct Professor with the Department of Politics and Public Policy.
