1983 Penrith And The Border By-election
The 1983 Penrith and The Border by-election was a parliamentary by-election held on 28 July 1983 for the British House of Commons constituency of Penrith and The Border in Cumbria. Held seven weeks after the election in which the Conservatives won a second term by a landslide, it was the very first by-election of the 1983–1987 Parliament. Vacancy The seat had become vacant when the constituency's Conservative Member of Parliament (MP), William Whitelaw had been elevated to the peerage as Viscount Whitelaw. Whitelaw had held the seat since the 1955 general election, and had been Deputy Leader of the Conservative Party since 1974, and Deputy Prime Minister since 1979, serving as Home Secretary from 1979 until his ennoblement and appointment as Leader of the House of Lords. History Penrith and The Border was first contested in 1950 since which it has to date been generally a safe Conservative seat and on rare occasions a marginal. The Conservatives came close to losing the seat in a 1983 by-election, when the former cabinet minister 'Willie' Whitelaw became the leader of the House of Lords: the by-election took place a mere seven weeks after his success in the 1983 general election. Ennoblement is the conferring of nobility—the induction of an individual into the noble class. Currently only a few kingdoms still grant nobility to people; among them Spain, the United Kingdom, Belgium and the Vatican. Penrith (, , ) is a market town and civil parish in the county of Cumbria, England, about south of Carlisle. It is less than outside the Lake District, Lake District National Park, in between the Rivers River Petteril, Petteril and River Eamont, Eamont and just north of the River Lowther. It had a population of 15,181 at the 2011 Census. The 1983 United Kingdom general election was held on Thursday 9 June 1983. It gave the Conservative Party under the leadership of Margaret Thatcher the most decisive election victory since that of the Labour Party in 1945, with a majority of 144 seats. Thatcher's first term as Prime Minister had not been an easy time. Unemployment increased during the first three years of her premiership and the economy went through a recession. However, the British victory in the Falklands War led to a recovery of her personal popularity, and economic growth had begun to resume. Screaming Lord Sutch (10 November 1940 – 16 June 1999), who had his name legally changed from David Edward Sutch, was an English musician and perennial parliamentary candidate. He was the founder of the Official Monster Raving Loony Party and served as its leader from 1983 to 1999, during which time he stood in numerous parliamentary elections. He holds the record for contesting the most Parliamentary elections, standing in 39 elections from 1963 to 1997. As a singer, he variously worked with Keith Moon, Jeff Beck, Jimmy Page, Ritchie Blackmore, Charlie Watts, John Bonham and Nicky Hopkins, and is known for his recordings with Joe Meek including "Jack the Ripper" (1963).
