1953 Winnipeg Municipal Election
The 1953 Winnipeg municipal election was held on October 28, 1953, to elect councillors and school trustees in the Manitoba city of Winnipeg. There was no mayoral election; mayors were elected for two-year terms in this period, and 1953 was an off year. There was a total of 18 councillors and 15 trustees in this period, with members elected in alternate years. The councillors and trustees were elected by single transferable vote, with three members elected in each of three wards. Electors cast ranked ballots where first, second and third choices were marked for the appropriate candidate. Three political parties contested this election. The Civic Election Committee (CEC) was a pro-business alliance of Progressive Conservatives and Liberals, and was the dominant party in Winnipeg's predominantly middle-class first ward. Gordon Fines
Gordon Richard Fines (November 11, 1911 in Darlingford, Manitoba – July 29, 1990) was a politician in Manitoba, Canada. He served in the Legislative Assembly of Manitoba from 1949 to 1953, as a member of the social-democratic Cooperative Commonwealth Federation. Fines was the son of Richard Fines and Mabel Willcott, who had resided in Manitoba since 1876, shortly after the province's creation. He was educated in Baldur, and worked as an educator in Manitoba and Saskatchewan for eight years. He was elected to the Winnipeg school board in 1947, and to the Winnipeg city council in 1948. Fines also worked for the Canadian Pacific Railway, became active in the labour movement, and was local chair of the Brotherhood of Railway Clerks Lodge 49. He returned to teaching later in life. Joseph Zuken
Joseph Zuken (December 12, 1912 – March 24, 1986) was a popular Communist politician in Winnipeg and the longest serving elected Communist party politician in North America. He served on the Winnipeg city council from 1961 to 1983. Joe Zuken's family immigrated to Canada from the Ukraine when he was still an infant. Raised in a secular Jewish environment in Winnipeg's working class North End he was educated at a secular Yiddish school in a socialist environment. He joined the Communist Party of Canada as a young lawyer and intervened in struggles for workers rights and in anti- fascist movements during the Great Depression. Prior to the Second World War Zuken was connected with theatre in the city, both on-stage as an actor and off-stage, including an attempt to put on '' Eight Men Speak'' in a Winnipeg theatre. Roland Penner
Roland Penner (July 30, 1924 – May 31, 2018) was a political activist and lawyer who became a cabinet minister in the Manitoba provincial government and dean of law at the University of Manitoba. Education and early career Penner was born in Winnipeg, Manitoba, the son of Winnipeg alderman Jacob Penner (d. 1965) and Rose Shapack (d. 1970). His father was from a Mennonite background, and his mother was Jewish. He served in Europe during World War II in the Canadian artillery. At the end of the war, he earned credits at the Khaki University of Canada. He continued his education at the University of Manitoba, where he received a Bachelor of Arts degree in 1949 and an LL.B. in 1961. He began working at the University of Manitoba in 1967, and became a professor in 1972. Jacob Penner
Jacob Penner (August 12, 1880 – August 28, 1965) was a popular international socialist politician in Canada. A founder of the Social Democratic Party of Canada and the Communist Party of Canada, Penner was elected to the Winnipeg city council in 1933. He would remain at that post until 1960, becoming the longest serving elected Communist city council member in North America. During World War II, Penner would become the first Canadian Communist interned for political security reasons. He would be incarcerated from June 1940 until being granted his release in July 1942. Slaw Rebchuk
Slaw Rebchuk (February 10, 1907 – January 15, 1996) was a longtime municipal politician in Winnipeg, Manitoba, Canada, popularly known as the "Mayor of the North End". Rebchuk was born to a Ukrainian immigrant family in north-end Winnipeg, and graduated from St. John's High School. He worked in the dry goods business, and was a softball catcher for thirty years. He was also active with the Ukrainian Catholic Brotherhood and the Knights of Columbus. The Vatican awarded him one of its highest honours, the Knighthood of the Order of St. Gregory the Great, in 1981. Rebchuk became active with the Young Liberal Association in 1925, and contested his first election in 1938. Running for a school trustee position, he lost to Andrew Biletski of the Communist Party. Paul Goodman (ice Hockey)
Paul William Goodman (February 25, 1905 – October 1, 1959) was a Canadian ice hockey goaltender and politician who played three seasons in the NHL with the Chicago Black Hawks. Career During the 1938 Stanley Cup Finals, Mike Karakas, the regular Black Hawks goaltender, was injured and unable to play in game one. Chicago used substitution goalie Alfie Moore. The Black Hawks won the game 3–1 over the Toronto Maple Leafs. Toronto then refused to let Moore play the next game, but agreed to allow Goodman to play. Chicago lost 5–1 to Toronto. Karakas returned from injuries to win the next two games. Chicago became the first of only two teams (see 1949 Toronto) to win the Stanley Cup with a losing record. William Cecil Ross
William Cecil Ross (May 11, 1911 – June 4, 1998) was a politician in Manitoba, Canada, the leader of the Young Communist League and later the leader of that province's Communist Party from 1948 until his retirement in 1981. Ross was raised in a secular Jewish family that moved from the Ukraine to Winnipeg, Manitoba, in 1917. He was originally named Cecil Zuken, but legally changed his name in 1936 (in part to protect his family from anti-Communist harassment). His brother Joseph Zuken also became a Communist politician, and was for many years a prominent alderman from Winnipeg's working-class North End. With the editorial backing of '' Dos Yiddishe Vort'' (a local Jewish newspaper), Ross was elected to the Winnipeg school board in 1936 and served in that capacity until 1939.
