1952 London County Council Election
An election to the County Council of London took place on 3 April 1952. The council was elected by First Past the Post with each elector having three votes in the three-member seats. The Labour Party made substantial gains and greatly increased its majority. Campaign The Labour Party manifesto proposed increased slum clearance, new comprehensive schools, and new construction at the South Bank. It targeted Conservative seats in Fulham East, Hammersmith South, Kensington North and Paddington North. The Conservative Party hoped to make a small number of gains and take control of the council. It targeted Labour-held seats in Brixton, Fulham West, Islington North and St Pancras North. Its manifesto proposed working more closely with the government in building housing, closing civic restaurants, and halting the construction of comprehensive schools. Isaac Hayward
Sir Isaac James Hayward (17 November 1884 – 3 January 1976) was a British politician who was the longest-serving leader of the London County Council. He served from 1947 until it was abolished on the expansion of London (to form Greater London) in 1965. Biography Hayward was the son of a miner from Blaenavon, Monmouthshire, and helped in the mining some years from the age of 12. He became involved in trade union affairs and was chosen as a union official, which brought him to London. From 1932 he was General Secretary of the National Union of Enginemen, Firemen, Mechanics and Electrical Workers, retiring in 1946 when his other commitments precluded continuing. As a trade unionist he also became active in the Labour Party and was selected in 1928 to stand for the party in the London County Council elections in the safe seat of Rotherhithe. Percy Harris (politician)
Sir Percy Alfred Harris, 1st Baronet, PC (6 March 1876 – 28 June 1952) was a British Liberal Party politician. He was Liberal Chief Whip and Deputy Leader of the Liberal Parliamentary Party. Political positions Percy Harris was regarded as a radical Liberal with a strong social conscience, which grew from representing a working-class area of the East End of London. He was particularly interested in the issue of social housing, a major responsibility of the London County Council. Harris sided with H. H. Asquith against David Lloyd George in 1918–23. Thereafter, he sought unity within the Liberal Party. When the Liberal Party split in 1931 over the issue of free trade, he sided with Sir Herbert Samuel and against the Liberal National breakaway led by Sir John Simon. Under the leadership of Sir Archie Sinclair, he rose to prominence in the party.
