Parliamentary elections were held in Finland on 1 and 2 July 1939. However, he was replaced by Risto Ryti's Progressive-led war government in December 1939. Background The leading issues were the distribution of the growing prosperity's benefits, the prospects for the centre-left coalition government's continuation, the right-wing opposition's criticism of the government's numerous and allegedly poorly prepared legislative proposals, and the Finnish national security under the threat of World War II. Prime Minister Cajander opposed the notable increase of defence spending before the elections, because that would require raising taxes. Parliament Of Finland
The Parliament of Finland ( ; ) is the unicameral and supreme legislature of Finland, founded on 9 May 1906. In accordance with the Constitution of Finland, sovereignty belongs to the people, and that power is vested in the Parliament. The Parliament consists of 200 members, 199 of whom are elected every four years from 13 multi-member districts electing 7 to 36 members using the proportional D'Hondt method. In addition, there is one member from Åland. Legislation may be initiated by either the Government or one of the members of Parliament. Väinö Tanner
Väinö Alfred Tanner (; 12 March 1881 – 19 April 1966; surname until 1895 ''Thomasson'') was a leading figure in the Social Democratic Party of Finland, and a pioneer and leader of the cooperative movement in Finland. He was Prime Minister of Finland in 1926–1927. Tanner was born in Helsinki as the son of a railway brakesman of modest means. After matriculating in 1900, he studied at the business college ''Suomen Liikemiesten Kauppaopisto'' (one of two predecessors of the present-day Business College Helsinki). He also studied law, graduating as a jurist in 1911. Tanner started work as a trainee at the ''Großeinkaufs-Gesellschaft Deutscher Consumvereine (GEG)'' in Hamburg, Germany, while still a student, and in 1903, after returning to Finland, became manager of ''Turun Vähäväkisten Osuusliike'', then the largest cooperative retail society in Finland. Small Farmers Party
Party of Smallholders and Rural People ( fi, Pienviljelijäin ja maalaiskansan puolue, PMP), later renamed as the Small Farmers Party (''Pienviljelijäin puolue''), was a political party in Finland. The party was founded in Seinäjoki on December 20, 1936, through the unification of Small Farmers' Party of Finland (SPP), People's Party and Central League of Recession Committees. Most members of the new party came from the SPP and the organization was mainly built on the basis of the SPP. Eino Yliruusi became chairman of the new party. The PMP had mainly a populist profile. However, because of the radical rhetoric of Yliruusi and the party's negative attitude to fascism and war, it was also seen as leftist.
