1928 Austin City Plan
The 1928 Austin city plan (also known as the 1928 Austin master plan) was commissioned in 1927 by the City Council of Austin, Texas. It was developed by consulting firm Koch & Fowler, which presented the final proposal early the next year. The major recommendations of this city plan related to Austin's street plan, its zoning code, and the development of major industries and civic features, but it is most remembered for institutionalizing housing segregation by designating East Austin as the city's negro district. Freedmen's Town
In the United States, a freedmen's town was an African American municipality or community built by freedmen, former slaves who were emancipated during and after the American Civil War. These towns emerged in a number of states, most notably Texas. They are also known as freedom colonies, from the title of a book by Sitton and Conrad. History The Emancipation Proclamation and the Thirteenth Amendment brought 4 million people out of slavery in the defunct Confederate States of America plus the four "border" slave states that did not secede. Many freed people were faced with the questions of where they would go, what they would eat and how they would survive. Many decided to remain on plantations working as sharecroppers. American Civil War

The City Beautiful Movement was a reform philosophy of North American architecture and urban planning that flourished during the 1890s and 1900s with the intent of introducing beautification and monumental grandeur in cities. A road surface (British English), or pavement (American English), is the durable surface material laid down on an area intended to sustain vehicular or foot traffic, such as a road or walkway. In the past, gravel road surfaces, hoggin, cobblestone and granite setts were extensively used, but these have mostly been replaced by asphalt or concrete laid on a compacted base course. Shoal Creek is a stream and an urban watershed in Austin, Texas, United States. Shoal Creek has its headwaters near The Domain and runs in a southerly direction, soon reaching the intersection of Texas State Highway Loop 1, locally known as "MoPac Expressway" or simply "MoPac," and Highway 183. It continues south, partly along Shoal Creek Boulevard and Lamar Boulevard, through the western part of downtown Austin to its end at Lady Bird Lake.
