California's 3rd congressional district is a U.S. congressional district in California. John Garamendi, a Democrat, has represented the district since January 2013. Effective January 2023, California's 3rd congressional district will include much of the Sierra Nevada and many of the northeastern suburbs of Sacramento, stretching south to Death Valley. It encompasses Alpine, Inyo, Mono, Nevada, Placer, Plumas, and Sierra counties, as well as parts of El Dorado, Sacramento, and Yuba counties. The largest city in the district is Roseville; it also includes the mountain resort cities of South Lake Tahoe, Truckee and Mammoth Lakes. The 1888 United States House of Representatives elections were held at the same time as the election of President Benjamin Harrison. Harrison's Republican Party gained a majority in the House at the expense of the Democratic Party, even though incumbent President Grover Cleveland actually received more votes counted than Harrison. However, as in other elections in the period, widespread vote suppression and fraud was common on behalf of Democrats and against black Republicans in the South. The Republican House majority in uncontested elections unseated a number of initially reported as victorious Democratic candidates in favor of Republican candidates who contested their election loss. William Vandever
William Vandever (March 31, 1817 – July 23, 1893) was a United States representative from Iowa and later from California, and a general in the Union Army during the American Civil War. Biography Early life Vandever was born in Baltimore, Maryland, where he attended the common schools and pursued an academic course. He moved to Illinois in 1839 and to Iowa in 1851. He studied law and was admitted to the bar in 1852 and commenced practice in Dubuque, Iowa. He was of Dutch descent. Timothy Guy Phelps (December 20, 1824 – June 11, 1899) was an American politician, businessman and government official. He was the first president of the Southern Pacific Railroad from 1865 until 1868 and saw the railroad build its first tracks south of San Francisco, California. Biography Early years Phelps was born in Oxford, New York, and completed preparatory schooling there and then moved to New York City in 1845 where he worked in mercantile for a short time, then returned to Chenango County to study law. As soon as word of the mid-century gold finds in California reached New York, Phelps took a boat to the west coast.
