1885 North-West Territories Election
The 1885 North-West Territories election was the first major election in the history of the territory. On 15 September 1885, 11 members were elected in separate elections or by acclamation. The elections saw members acclaimed and elected in various electoral districts to the 1st Council of the North-West Territories. The elections were held to elect members to new districts, created to cope with rapid growth of settlers in the NWT at the time. These new districts were drawn in the wake of the North-West Rebellion of spring, 1885. Elections were also held in established electoral districts to renew members terms at the end of 3 years as per North-West Territories law at the time. The election was not considered a general election, since it did not involve every electoral district, and was not caused by the dissolution of the council. 1st Council Of The Northwest Territories
The 1st Council of the North-West Territories, also known as the North-West Council in Canada, lasted from October 7, 1876, to 1888. It was created as a permanent replacement to the Temporary North-West Council which existed prior to 1876. A 2nd Council of the North-West Territories was elected in 1888. It was replaced in 1891 by the 1st North-West Assembly when the quota of elected members was reached. (A different 2nd Council of the Northwest Territories (1905-1951) was created in 1905, when the NWT lost most of its population, to differentiate the new one from the two legislative councils of the NWT that had existed 1876 to 1891.) James Hamilton Ross
James Hamilton Ross (May 12, 1856 – December 14, 1932) was a Canadian politician, the third commissioner of Yukon, and an ardent defender of territorial rights. He is also considered to be the first resident of Moose Jaw, Saskatchewan. Early life Ross was born in 1856 to John Edgar Ross and Christina Graeme (Hathern) Ross. On January 2, 1882, Ross, a western Canadian rancher born in London, Canada West, and four other men were scouting the location for the Canadian Pacific Railway divisional point when they became the first residents of the modern-day town of Moose Jaw, Saskatchewan. Four days later, Ross established a homestead on the site, becoming the town's first permanent resident. Samuel Cunningham (Canadian Politician)
Samuel Cunningham (April 8, 1848 – January 14, 1919) was a politician from Northwest Territories, Canada. Cunningham was the son of John Cunningham, and Rosalie L' Hirondelle. His grandfather Patrick Cunningham was from Soligo Ireland who came to work for the Hudson's Bay Company, and his grandmother was Nancy Anne Bruce from Luisianna (daughter of Benjamin Bruce from the Orkney Islands of Scotland and Matilda who was Mohawk) Sam Cunningham was born at Lac Ste. Anne, Alberta District. He was married to Susan Gray. He was a pioneer in the St. Albert area, having been the opener of St. Albert Trail and participating in the Riel Rebellion of 1885 as a member of the St. Albert Mounted Riflemen. John Secord
John Secord, (April 15, 1850 – December 9, 1898) was a lawyer and political figure in the Northwest Territories, Canada. He represented Regina in the 1st Council of the Northwest Territories from 1885 to 1888 and South Regina in the Legislative Assembly of the Northwest Territories from 1888 to 1891 as a Liberal-Conservative. He was born in Niagara, Canada West, the son of Daniel Secord, and was educated in Brantford. In 1875, he married Ida May Christopher. Secord was called to the Ontario bar in 1877. In 1890, he was named Queen's Counsel. David Jelly
David Finlay Jelly (September 28, 1847 – December 27, 1911) was an educator, farmer and political figure in the Northwest Territories, Canada. He represented Regina from 1885 to 1888 in the 1st Council of the Northwest Territories and North Regina from 1888 to 1894 in the Legislative Assembly of the Northwest Territories as an Independent member. He was born in North Dorchester Township, Middlesex County, Canada West, the son of William Jelly and his wife Mary (née Finlay). He was educated in Harrietsville, London and Toronto. In 1877, Jelly married Ida Findlay. He taught school for five years in Harrietsville and then served as managing director for the Belmont Flax Company. He came to the Northwest Territories, where he farmed and raised livestock, in 1882. William Dell Perley
William Dell Perley (February 6, 1838 – July 15, 1909) was a farmer and politician from western Canada. William had an extensive political career, he ran at least twice for the House of Commons of Canada in Sunbury electoral district as a Conservative being defeated both times in 1878 and 1882 in hotly contested and very close elections. He moved out west to the Regina area in the Northwest Territories and ran for the Legislative Assembly of Northwest Territories in the brand new Qu'Appelle electoral district in the 1885 Northwest Territories election and won the second of two seats in the district. He resigned his territorial seat two years prior to running in the 1887 Canadian federal election when he won one of the first Northwest Territories seats in the House of Commons of Canada. Thomas Wesley Jackson
Thomas Wesley Jackson (6 June 1859 – 26 February 1934) was a Canadian politician. He served on the 1st Council of the Northwest Territories for Qu'Appelle from 1884 to 1886. Jackson was born in Downsview, Canada West, of Irish ancestry. He worked as a lawyer for a time in Chatham, Ontario, before moving to the Qu'Appelle Valley in 1880. At Qu'Appelle he would farm and get involved with the railway, eventually raising to the position of President of the Qu'Appelle and Wood Mountain Railway. He was also a justice of the peace. He was elected in 1883 to the Council of the North West Territories, and resigned his seat in September 1886, owing to his activities as president of the railway. Spencer Bedford
Spencer Argyle Bedford (February 1, 1851 – December 15, 1933) was an English-born Canadian politician. He served on the 1st Council of the Northwest Territories for Moosomin from 1885 to 1888. Bedford was born at Busted, Sussex, England in 1851, the son of J. Bedford, and was raised in the vicinity of the English Channel. He came to Canada in 1877 and settled in Manitoba, purchasing land there. He worked for land offices as well as a booster for the North West Territories, to encourage immigration there, drawing settlers to the Pembina Mountains and Rock Lake areas. Bedford was also a land inspector, for Scottish Ontario, the British Canadian Loan Company, and the Canadian Northwest Land Company. He resided in Moosomin where he farmed. He married Minnie Bolton in 1880. His wife would die in the 1918 flu pandemic. He was acclaimed in 1885 to the Council of the North West Territories, and retired at the next election, in 1888.
